Interesting post and clearly shows issues about the difference between expected and realisable/ed benefits in education which applies everywhere in the world and not just India. Reality is based on the key facts and evidence and how this then links to the measurement of specific outcomes which will help produce real benefits. Government officials often have parallel targets that relate to everything but the needs of the education system. This is why other stakeholders, especially teachers, parents and employers, need to be engaged through the use of knowledge brokers and other intermediaries.
