Why have the authors focused on Andhra Pradesh? It also happens to be one of the states where the implementation of NREGA has used technology extensively to reduce corruption and manipulation. Your estimates of corruption and political manipulation will thus probably be biased downwards(possibly by very large factors) when attempting to extrapolate to the rest of India.
